It comes complete just as you see in the pictures. As you can see from the pictures, the bellows boots needs to be replaced and the tie rod ends boots are torn. I would recommend replacing the tie rod ends, but you may chose to use them. The rack and pinion is in good working condition and was removed from a low mileage vehicle.
