This is a factory Santana rear door spare tire carrier for a Series Land Rover. Santana used gate-style rear door hinges and supplied this beefy carrier to spread the load of a heavy tire. Much better design than UK Land Rovers, which were prone to cracking the door frames. Nice upgrade, hard to find here in the States.
