This is a hood to cowl seal (with installed clips) (64-1/2" long) for the 1965-1967 Chevrolet Caprice, Bel Air, Biscayne & Impala. The hood to cowl seal is by the back of the firewall, it seals the back side of the hood to the firewall. It is used to keep water and debris out of the engine as well as restoring proper airflow.
